Create and automate a forensic lab deployment in aws

Hello,
I need help building out a forensic lab infrastructure in AWS. Please refer to the picture
We need a way to generate multiple machines in the cloud for temporary forensic analysis of data. The user should be able to select which machines they want and can have multiple instances of each. Each machine will have different things installed and configured via puppet or chef (i'm curious what options we have for the windows server). The data (which may be a few terrabytes) is uploaded to S3. The S3 bucket should be available for only this lab. Once the investigation is done, the data should be able to be placed in Glacier for long-term storage. All data will be organized into one glacier bucket. Please let me know your price to set this up, I am unsure what the amount of time is for this. An investigator must vpn into the network to gain access.
