I will transcribe the video for you but no guarantees - the transcript may not come out to be 100 percent accurate since I have to lip-read the speakers to discern the missing audio parts. I have already done such a project before, where the audio was very soft due to very improper recording. Those agencies you see bidding here will no doubt make you lofty promises of professionalism and then subcontract to each other to no end without actually working on such a challenging project such as this one. May I suggest splitting the project into two parts? Allow me to transcribe it first and show you the transcript. Then if you feel that it is accurate and usable enough I will work on putting the transcript into subtitle for the video afterwards. I will require two working days to transcribe a video with the use of lip-reading for the unclear parts, and one working day for the subtitling part.
