Create an E-Bay or Etsy Like Website

I am trying to create an online market where users will be able to create their own shop on my website and then have a percentage of each sale automatically taken out for me as a commission. The theme/site must be RESPONSIVE The site must have the ability to generate live shipping rates based on location Users should be able to create an account as a shop owner or as a buyer. Buyers will have access to account management features such as tracking, billing, previous orders and such. Sellers should be able to post items, creating shipping details, coupons, and such. *Those creating seller account must be approved by me while those create buyer accounts can be created automatically. I have specific specification I want for the site which will be discussed further prior to the project been awarded. If you have not created a site like this before, please do not bid. I gave this project to ZushinShop and he just wasted my time and for 2 weeks and couldn't get the job done. I have no more time to waste. I need someone that can complete this in a few days.
