Convert design (PSD) to WordPress

For a client of ours, I need to get a design (made in Photoshop) converted to a working WordPress website. See attached file for design.
The briefing:
• 6 tabs/categories
• Layout is the same for every tab/category
• Client must be flexible regarding the amount of posts under a category/tab
The way the waterdrop/textbox with read more button is always mirrored.
• Every waterdrop is showing a photo, a screenshot of a video or text. Video or photo should open in lightbox. Video will be a youtube embed.
• The footer is different for every tab/category
• Clicking the read more button will show the full article on the same page (jquery slide down)
After clicking read more, the button changes to read less to slide the article up.
• Simple contact form on contact page (WPCF7 would be fine)
• Site doesn’t have to be Responsive
• PSD file available
• Google web fonts are used
More web development/webdesign projects will follow if we are satisfied.
(We are short on outsourcing partners)
