I am a junior web developer. Assuming I understand the project correctly, this shouldn't be hard. Making a website where people can register themselves and their business is a simple authentication system which is easily build-able in rails. Then if you want their business location to be added to the database thats easy as well, provided they submit their location in a format that's easily convertible to the format used by google maps. anyway, let me know if you want me to build this for you and we'll talk more about exactly what you want and how.
