Build a Website and relationship

Website is for American flag football. Not soccer. I need someone who speaks English very well. I need approximately 5-10 landing pages. I will provide content. Need ecommerce: Need to be able to take Credit card and/or Paypal. Card will need to be stored and charged monthly. I also need the ability to give potential customers discount codes so they can get a cheaper purchase price. The items to purchase will be between 4 to 7 items. For people that make purchases, they will need to create a username and password. When they login they will have a section that shows the products they purchased. The products will be curriculums or classes they need to be able to view/read. These products will be wording that I created. Each product they purchase will have 16 weeks of classes of 3-6 pages each. So one purchased item will about 75-90 pages. Each purchaser will have to choose a location/address of where they are using the license. If they want to use the license at another location, they will have to purchase another monthly fee. If I need to be able to update the classes, I want to be able to update the wording by uploading a new or updated version. I need the capability of locking customers out of the curriculum website if they don’t pay their monthly fee. This needs done automatically. My customers need to be able to view or print the documents but they must be UNABLE TO COPY and PASTE the words. Purchasers will need to agree to a licensing agreement. The license agreement for customers will last for a minimum of 2 years. I’m very interested in using WordPress for SEO reasons. Please answer the following questions to be considered. Thank you in advance. 1. Do you handle all development work in-house? In other words are you the person doing this work? If not, how big is your team? 2. How long have you been deploying this type of website ? Can you show me the back-end of similar sites you've deployed? 3. Can you build the site responsive (so it will work on mobile devices and tablets)? 4. Is your content management system (CMS)/technology proprietary or open source? Can you build it on WordPress? 5. Do you offer a warranty? If so, how long is the warranty good for? Maintenance plan? Service Plan? Hosting? What are those costs? 6. How do you base your pricing? Will this be hourly, or flat-fee based on the project? How frequently do your projects go over budget? What is your payment policy? Is there a clear procedure for billing for extra features or work outside the project's initial scope? 7. Can you talk me through your design process? 9. Will I have access to all my design source files for internal use? Will I have all their files (including design source files) at the conclusion of the project? Will I have ownership of the files? 10. Do you have a dedicated project manager that will be managing this project? 11. Will you take a lower price for your services so you can use this site as a reference to other potential United States business owners? I have no problem promoting your company if you do great work.
