Build a website, where clients pay online for the service provided

The project consist of several pages, admin side, login/password area for clients (for tracking their service completion). Email with confirmation of registration, payment, and etc should be part of the project.
Design is provided by me.
Recommendation on merchant account, payment system (PayPal, Credit Card, etc? ) are welcomed from developers in order to have completed project.
the project purpose is that
- phone is stolen
- client fills the form and pays online for the service that tracks and finds the mobile phone
- and that is it.
- client can track online on the status what is the stage of investigation
- admin from his control side control the payments and investigation teams
