Code to embed a .wmv on webpage

I'm trying to embed a .wmv file on a webpage. Here is the file: [login to view URL] and I managed to embed it (see: [login to view URL]) however it only comes up in FireFox. In IE it does not work. I do not want it to autostart, but I'd like it be frozen to the agent putting the sign in the ground - then if the viewer wants to view it they would click the play button. Size of the window player would need to be 163x144. I'd prefer the winning bidder just send me the html code to embed on the page. Again I'd like it to be IE and Firefox compatible. I'd like to spend around $25 on this if possible. Hopefully a reliable bidder come forward this evening as I'm looking to get this done tonight if possible.
