Designing and Creating a Functional Website (Giving Code so that I can test it locally) - open to bidding

I'm creating a teaching English as a second language website in about 6 different phases. Right now, I want to focus on the first phase which will include a simple about me page, list of classes, contact me page, prices, and a functional schedule / booking function (similar to this [url removed, login to view] or better). By the end of the 6th phase, I will have multiple things running on this site, from memberships, teacher tools, games, chatrooms, and more, so the fact that this website will quickly expand will be good to keep in mind.
Also... on a side note, I notice that you're an engineer; I'm looking to complete another project involving broadcasting 3D or 2D images in mid air, similar to a projector without a screen or wall. There are tons of companies that do the same thing but on a pricer budget [url removed, login to view] I'm looking to take it down a notch and replicate the same technology that can be found in [url removed, login to view] (i've attached a picture)
Let me know what you think about those two projects.
The one I'm hiring for is the website, but the projector project will most likely be in the 5th phase of my website.
