I think the budget of 1000usd is enough to develop a complete plugin with settings area with wp-admin and log system to manage sync-process. 1) Would you use server-side cronjob or you'd like the cron to be included to the plugin? Wordpress cronjob works in the way when an action is fired once anybody visit the web-site. Just need to setup interval (this option could be added to wp-admin settings area) 2) Or sync process will be run from the ERP system. So, the wordpress will just return data via REST API? etc..
