M.a.s.s Sms - Sender APK - more details in description

I am looking for someone that created already or can create an apk, an app, that can send m.a.s.s sms from an android phone.
without a GUI on the phone , just the functionality, but with a control panel on a server using windows or linux.
The server GUI can be only like a config file listening on port 80 which will say the number list and the message,
and the phone should report back to the server how many sent , progress , failed or not...
I can create my own panel if you can create a steady app that will work on most recent version of android 8.0 9.0 and so on....
Also I need the app to have a ping function to send to the server.
The details and price will be discussed accordingly.
I am open to suggestions, if you already made this type of app, I don t have a clear view of how it should work so
let me know if you have any idea.
I need to run for this for some sms marketing purposes in my country.
