App to report photos done in the sea/ocean, for both ios and android

I need to build a free App for both ios and android that permit to report photos of fishes in the ocean. The app is very similar to this one: IOS [login to view URL] ANDROID [login to view URL] Here the differencies: - not only in englsih, but laos in italian language, so we create a version with italian default language and another with english default language and the user can change the default language from the "my details" page - after each report, if the user is not logged in, it will be asked optionally (and not obligatory) to register or do the login, to know who was doing the report. - the registration and report will happen only trough the app and not by the web - after clicking the button INSERT A PHOTO, the user will be able to choose if do a photo in that moment or load it from the GALLERY (and not from documents) - the photos report (the whale report) must be administered from the main admin so then he can hide bad photos or reports not complete or not useful - the INFO section will be managed from the main admin by the web, probably it will be enough to insert the url of a wordpress blog - the MAP must show a FLAG for each report and clicking on the flag, must show the correspondent report - the SPECIES section is filled and updated from the main admin - show the map of the photo reports into a wordpress website (I love phonegap, but you can use also other technologies)
