C++/VB/ASP.NET Desktop Application Required

We have an urgent requirement for a desktop application written in VB/ASP.NET or C++ that can do the following:
- Import a text file
- Parse the data and extract names, email addresses
- Do some processing
- Export the data to an excel spreadsheet
The system has already been written as web application in ASP and VB. It however cant handle 2MB+ text files and times out so i can provide all the code currently used or you can write it from scratch yourself.
The application needs to run as a standalone application on a standard windows PC.
Access can be used as a storage device if required. Technical requirements are left at your discretion.
Experienced programmers only please.
I have attached a smaller sample text file and the excel file it produces.
This is how the file it to be processed:
Search through the file - on the FA Line extract the first name - this person is the primary author. The rest are secondary authors. If there is an email in the IN line it will belong to the primary author.
