Need someone who can create a program that process a folder of thumbnail images based on the following criteria
1. increase or decrease image size (set max width and height i.e. 1600 X 900 or by percentage
2. set blur rate 0 - 100%
3. set brightness (-100 - +100)
4. output .jpg, png i.e. 0-100% quality
Application should allow me to select input and out put folder. Also allow me to change base name of output files i.e. [n][login to view URL]
