online roster and fleet managment system

Hello,
We search for someone who has an experience in fleet management systems as we want to implement an online system for any company that has a roster ( schedule ) for its vehicles as : cars - ships - aircraft ...... etc
the system should be take the parameters in the installation as ( number of vehicles - number of crew and the information about each one .... etc )
and the system should have some thing like tickets as the first one work on the roster will but the trips ( from - to ) and close his ticket and automatically the second ticket will be opened for another person to put the suitable crew or the system an auto-arrange and put the suitable crew under some rules and restrictions on each person of this crew.
the system will be upgraded to include more modules as ( financial - Human resources - commercial - technical - fleet management )
