The best approach in my opinion would probably be a wrapper around rsync which already runs on windows and has been tested very heavily. Furthermore you could use ssh (which has been tested heavily in production) to cryptographically authenticate all the users. since these are both very portable it would make it easy to port your app to other platforms (such as GNU/Linux, OSx, Android, BSDs) since it would only involve porting the wrapper. I've worked with OpenSSL and written network programs on windows before and also worked on an AWS wrapper for a large piece of enterprise software that was sold by Symantec.
