PDF to Word Conversion with Table of Contents

I need a 42-page scanned PDF document converted into an editable Word document. The scanned document is somewhat blurry. Requirements: - Images and graphics may be cleaned up or replaced with more clear images - Correct any typos during conversion - Add a table of contents It will need information from the PowerPoint added to it. I need the PDF to match the PowerPoint that I have attached. What is marked in Green is simply important information. What is marked in red is new information that needs to be added to the document. I have also attached other material that you could possibly use for images or wording usage.
