The bit you described that most people get wrong is wanting each person to filter without disturbing anyone else. In Google Sheets that is what Filter Views are for. They are per user, so one person slicing by region does not move the chart under someone else who is looking at a different salesperson. Regular filters do move it, which is usually where the complaints start. I would keep the raw sheet protected and build the dashboard on QUERY so it picks up new rows on its own, no script needed unless you want scheduled emails later.
