VB.NET app for Windows 10 Toast Notifications

I need a VB.NET project with an app that runs in the system tray.
App should start minimized to the tray.
App has a method to send a toast notification to the Windows 10 notifications pane. The method should accept a string for the title of the notification as well as for the content.
If possible, the method for the notification should be able to accept a string for a command to run using the [login to view URL] command to run if the notification is clicked (I'm not sure how feasible this is, please let me know).
App has a timer that executes every 60 seconds and sends that notification to the pane using that method.
The solution includes a project that *installs* the app described above, and configures the app to start on log on for the user who installs it.
