Generator Control & Display Circuit

I am building an electric generator that could be driven by hydro, wind, or other energy source. I need the following cicuits built , tested and prototyped with all firmware, BOM, files
1. Speed control circuit. This will essentially monitor the speed of the generator to control the voltage supply that determines the speed of the generator.
2. The voltage Regulator circuit---This is your traditional voltage regulator, ensures a constant voltage for all acceptable load on the generator
3. Digital display and control unit--- This would display the voltage, frequency, current, running hours, basic alarms and also to start/stop, initiate remote access, recharge the unit with electricity credit unit.
4. The Remote unit--- This unit will house a mobile SIM card to allow for remote control. Generator can be started or stopped or recharged or status checked remotely via SMS, protected of course with a password. The remote unit will also house an infra-red or any safe wireless media to start/stop generator within a distance of say 100m. Generator wont start if electricity credit is zero. However, this should be by-passable.
