In my opinion, MS PowerBI would be an apt solution for you requirement which could provide you dynamic charting as well as dashboard features. Other option can be SharePoint Charts which can pull data from various data sources example excel or lists.
In my past experiences, I have developed various components on PowerBi, Flow, PowerApps, Yammer, Teams, OneDrive, SharePoint Online and SharePoint premises. Working with Office 365 and SharePoint tenant architecture based solutions I have hands on with Office 365 admin roles like creating and managing subscription, granting permissions and features to users etc. so im confident that I can deliver this hassle free.
