Flash Navigation Project

It's a simple project. I have two navigation images that I need to be created into a size-effecient flash animated dropdown menus. The pixel width are 802x103 and 815x129. We have the images in layed PSD file format - the only thing we are lacking is the menu options and the links - however, this will most likely be resolved by the time the project begins. For a skilled flash designer, this should be a breeze - even for an intermediate designer, this should be a breeze. Like I mentioned above, we already know what we want the animation to look like AND we have already created the image. See attached images for actual navigation look/style.
