Build me a website

I am looking for a web builder that can build and design for me a website. The website basically should be user friendly for both PCs and phone browsers. The website is for an online company that serves as an intermediary between students and universities. Students who wish to look for universities abroad or in their country regardless of the degree they want to pursue will no longer have to google and search for days or even months before deciding which one to pick. This will be the website’s job to do instead! We will simply put all the universities depending on the country they are in through different tabs. We will include under each country the universities listed from A to Z. and when you press on the name of the university, we will include its contact information and most importantly their email address if the visitor wishes to contact them (admission’s office email preferably). I want another tab that have the requirements needed for each country when you apply to if you are an international student. For example, for Germany, some universities require that you need to register through Uni-Assist first, while others won’t ask to do it. Create a search box above that would help the student take him or her to any country when they enter the country’s name. Add a pop-up box that asks the visitors if they have any complaints or somethings that wish to see in the website. After the website is done, we shall have access to it remotely from our laptops. Keep in mind, the website should be flexible for future changes like including every academic program under each university. The builder I would like to work with is preferably with previous experience in building website and have a good understanding about its security and protection.
