Build a Website

Overall what I'm looking for is a website that is a subscription for businesses. The general theme of the site is where businesses can send a text or email or both to a customer/customers that will send the customer to a survey/review page of their business. The review page would be a general one with simple drop downs with questions like " how satisfied are you ?" "How were you treated?" How likely are you to refer us to your friends?" ( the questions can be changed for each business) Also there will be 5 stars on the survey where the customer can leave a 1 to 5 star rating before they send the survey. When the customer selects 4-5 stars he will be sent to the google plus page of the business, if the customer selects 1-3 stars he will only be sent to a " we are sorry we dropped the ball page" not to google, ( the idea here is we want to get good reviews on google and hopefully give the customer a place to vent if he is not satisfied to tell the business without get those negative reviews on google) Can this be done with Twilio, so that each business gets their own Twilio number to send the text from ? If not twilo, do you have a better service? Also it would be ideal if each business can login into the site ( they would have their own database) , either on a smartphone/ipad or desktop to send the email or text to the customer. After the customer submits the review the results of the review will be sent to up to 5, maybe more, email addresses for the business owner /manager or whoever to review. Would also like for there to be a page for the business to see the results of the reviews. Say they sent out 1000 text or emails and 500 were filled out and out of those 500 it would show what those reviews said and what they ratings where , 1-5 stars. I would like to be able to add as many businesses, so that they can use the system. Each business would have their own account. Can this be done on wordpress? Tell me what you think, Sound doable?
