I am looking to create a portal and have a very small budget for this. I want a customer to go to the site and they would be prompted for two options: new contract or Renewal Contract. Once clicked they will be prompted to choose their base affiliation. From about 78 of them. Each base has different contract terms. After picking the base the selected contract will display for them to fill in with some field and signature. Once fileld, myself and the person will receive a pdf copy of the document. They don't have to sign up or do anything else. I can have the site as wordpress plugin, joomla plugin, drupal plug or html site. I want to see a summary on the backend, with the documents, with controls.
