Convert website page to Bootstrap 4, HTML5, and fix an iFrame function

You will work on one existing page on a website.
- You will convert it to HTML 5 using proper coding methods and proper semantics for HTML5
- The page will be converted to use Bootstrap 4 (it is currently using Bootstrap 3)
- Provide clean code and remove all dead code
- Fix one issue we are having with an IFrame. Iframe is responsive and must disappear in mobile devices (replaced by a button)
Design and layout will not change from current page. Just fix the coding and add the one function in relation to the iFrame we have on the page.
