HTML5 and css3 designer with good bootstrap Skills

Hello Every one, I am reporting this post again Person will work and complete it today if you can complete it today than only bid else don't waste my time. I want a HTML Expert who can make an HTML quickly with quality work. Person know the CSS well css need to be clean with comments. I am also a designer so i will let you know what I am in need. 1. I want you to make a header design 2. Need to create a internal Section 3. Than footer. Only this is what i am in need from you. 4. You need to give me 3 variation of footer and header. Header and footer color we can change and those need to be change by applying one class only. For example if i add class " Dark-footer " on footer root Than whole footer will come in dark color and same as header. Changing of color of header and footer need to be in one css file no need to make any other css file. My budget is of 1000 INR and if you can complete work with my satisfaction today I will give you a bonus also. Note: HTML need to be fully responsive and you have to use Bootstrap and blog posts will come repeated.
