I have read details. I think you need somebody to work on front end and back end. Front end will be created based upon the PSDs you have and for backend, I think you have wireframes or work flow that is to be done. Its also clear that custom coding will be used and no CMS like WP, JOOMLA will be utilized. I can share examples of the work that I have done using custom PHP if you want me to. I can share the backend panels which I have created using Bootstrap admin templates. I can share examples of custom php front ends, which I have created in the past. It appears to be an interesting job to me. However, an exact quote is not possible, as you have not shared whole requirements.
