Need a Shared Interspire E-Mail Blasting Server I Can Pay Per Million Emails

Hello, im looking for some one offering E-Mail Blasting server running Interspire. I run an online store selling Telemarketing and Email Databases. I would like to blast emails to businesses letting them know about our store and products.
-Im currently using a freelancers server but i can only send 6'500 emails per hour, so im looking for a second server.
-Im NOT looking for my own vps/dedicated server because i need to see what response i will get from email marketing before i can commit to a server on a monthly basis.
-Im willing to pay around $40.00 per million emails.
-The credits should not expire until i use them up.
-The server should send a minimum 150'000 emails per day (If you can do more then i will chose you first)
-I plan to send about 1.5 - 3 Million emails per month
-Every time i use up my credits i will buy 1 million more.
Please let me know how many ips the server has and what addons.
****Please bid based on 1 million email credits. SO if you charge $40.00 per million then bid $40.00
