I need someone to manually build links

I do not want a bunch of packages options, I don't need a full SEO plan and I don't have time for a lot of nonsense offers. What I am looking for is a few people to manually build links per my requirements. I would like for you to tell me in your proposal your cost per 100 links, 500 links, 1000 links 10,000 links. These will be divided across several websites. I will give you the URL and Anchor Text (s) to be used for each link. I would first like to see where you intent to post links to as well. Spam and junk links will not be tolerated. I have been providing SEO services for years and I know junk when I see it! However, if you can build manual links at volume, I want to hear from you. Also, please be reasonable with your bids, Currently I pay less than $200 per 1000 manual links so be guided accordingly
