E-Mail Blasts to Prospects

I need someone to send out 4,500 emails four times, spaced 10 days apart, over a 40-day period. Cycle 1 will consist of sending out an email message to all 4,500 prospects. Cycle 2 will consist of sending out the same message 10 days later, to those prospects where the email message reached their in-box during Cycle 1, but they did not download our offer. Cycle 3 will consist of sending out the same message 10 days later again, to those prospects where email message reached their in-box during Cycle 2, but they did not download our offer. Cycle 4 will consist of sending out the same message 10 days later again, to those prospects where email message reached their in-box during Cycle 3, but they did not download our offer. Each Cycle needs to be able to track number of emails sent; the number (and which emails) that hit the inbox; the number (and which emails) that were NOT opened; the number (and which emails) that WERE opened; the number (and which emails) that were clicked through. I will supply the email addresses via an Excel file. I will also supply the email copy, via an html responsive email template. What I need from you is a bid that will cover all four email blasts that will go out over a 40-day period Thank you.
