Offline Text to Speech & Speech to Text

We are currently working on a project for which we need text-to-speech and visa versa. As our product will be used in underdeveloped countries, internet access is not always accessible. For that reason we are looking for a solution using an offline library, SDK that we can integrate with our PHP (or Javascript) code.
Please let me know if this interests you, if you have experience in this field (OFFLINE TTS and reverser), time for this little project and cost.
