Page Speed Increase (reduce and reuse)

I currently have 22 js/json files. While 90% remain under to extremely under 25KB, there is one file in particular that is actually over 200kb. And yet many are just in bytes. Problem is 3 of the files are used repeatedly (this is a template, originally designed with bootstrap). Of course this is providing heavier loads than needed on several pages. I need someone who can sit down, discuss with me the current usage, and planned usage. Examine the website. Reduce the 3-4 js file requests to just 1 file. That of course would be by taking out unneeded functions on a per page basis. Then combine the needed functions into one file. Simple, but tedious job for a experienced programmer. With exceptional organization this should be completed within 24-48. Accepted applicant will have 7-10 days total turn around time.
