Quick VueJS Popover Sample Needed

I need a quick Nuxt sample which does the following: Initially the page is blank. When user clicks anywhere on the page, an Element UI el-popover ([login to view URL]) comes up displaying the mouse click position. The tooltip arrow of the popover should point exactly at the mouse click location. The placement of the popover should be set such that the entire popover is visible within the browser window if possible. The user can then click the “Close” button to dismiss the popover.
