fixing a shell bash script in linux

Hey guys, I have a raspberry pi with three 4G dongles attached to the usb port. The dongles are listening at port numbers 3128, 3129, 3130 and act as proxy servers. This setup was working fine for the past 3 months. For the past 2 days, these ports are not open. Problem occurs when I try to call wvdial.
The raspberry pi is running raspbian stretch. I will provide ssh access to my raspberry pi. You have to login and fix the problems.
