Develop a game for babies in iOS

I am looking for an iOS app developer to develop a very simple game for babies. It's called 'peek-a-boo' (hide and seek) game, I have the detailed design specification for this game including screenshots (less than 7) of how the screens should look. I also have the designs (image files) for the character in the game. I just need someone to create this iOS app with a few (less than 5) simple animations (talking bug, moving leaves etc.,) according to the specification. More details will be shared with the right developer after the bids.
I need someone to develop, test, and submit to Apple App Store in 3 weeks. Like I said it is a very simple App for babies - not complicated. Will provide all images except for the icon. You need to animate two images. Upon completion of development and test, I will provide the Login information for App store submission. The App has to pass the App store requirements.
I will consider the bids from those who read my App description (above). I will ignore all generic bids (" I can do this for you for $$$......").

The audio files for "Peek-a-Boo" have been attached, the character must use these audio files alternatively, that is, 1st time the character will use Peecaboo1.m4a, 2nd time Peecaboo2.m4a, 3rd time Peecaboo1.m4a and so on..
