From what I understand you want an app for the citizen to report the stories and a website to store the stories. Then someone else with the region's credentials can log in the site and decide to publish the story or not. As for my skills, I have developed a similar project about a year ago with an Android app, a server and a website so I am quite fit for this job. I have many years of experience in Java and Android, and know many other languages that might prove useful in this project.
