There is no way to achieve a high-quality result based on your description without compromising it's quality for the indicated budget range.
An IT-related project cannot be "low-priced". If the necessary budget for the high-quality work and corresponding result is not available - it does not make sense to start it at all. All effort spent with "saving" intention will lead to a sunken investment.
