Hi there! This looks like a relatively simple project, the hardest part may simply be the UI work. I would definitely make this in Java as that’s the language I have developed for Android in before. When you say you want new functionality allowing users to create their own sounds, do you mean the ability to upload their own sounds to the app, I.e. from something they have previously downloaded from the internet?
