Build a simple ANDROID application

Looking to create a simple tool for updating a list of items. I'm a novice programmer but an experienced analyst and software project leader and would like a more experienced coder create the program for me as it is too advanced for my current skill set.
Application should:
display a simple_list of 10 items using data stored in the applications database with status Active
database should capture insert date, updated date, and status of any record changed
list should display checkboxes when long-pressed
list with checkboxes displayed should populate when clicked
bottom of activity should display a button to "update list"
Update list event should update the status of ANY checked list item with status Inactive
Update list event should then alter the display of the list and remove the items no longer in Active status
