Create a PDF reader/writer app for windows

Hello everybody, I'm looking for a freelancer who can create a simple program/app to open PDFs for me for little money. Requirements to the App: - Open and show PDF's - Pen input for end devices such as the Surface series from Microsoft (writing on the PDF slides, marking highlights, etc.), important: pressure sensitivity, the more firmly the pen is pressed, the thicker the line must also be for supported devices - If there is no pen, you should be able to make changes with the mouse - Changing the Pen Color - Adding empty pages inside the PDF to be able to write there - Displaying lines as writing guides for pens - Modern, simple design in shades of grey Later on, other things might become important, such as inserting tables, etc. If I am satisfied with the app, I would like to publish it later in the Windows Market, please keep that in mind.
