Write an application using Unity so works on IOS and Android

ok basically I want a 2D application that will do the following:
Before using it you will need to register a user account for this - either by filling in unique username and password or by connecting through facebook or google account. (I guess it will need a database so please create this and I will host it on my server when its all done)
The whole application is based on just a commenting via latitude, longitude (maybe a 20 foot radius etc rather than exact) so users can simple add a comment on a particular location and it will be added to a general database of comments from other users for that place they are in. This basically builds up a list of historic comments that ANY user can see for that place. We can have an option to refresh at any location and this will show any comments made by anyone at that place. There will be some kind of leaderboard for the users to show most commented places and also most active users.
You have the freedom to do whatever nice graphics / layout you choose I just simply want this done in a fun way for people to want to use it?
