Implement UPS Shipping API into my admin for my website. .NET C#

I need to have someone implement the UPS API shipping into my current admin. I would like to be able to click on a button and have a separate window pop up where we can input/edit all the shipping variables. Currently we are having to manually enter the shipping data into Quickbooks and are using the Quickbooks shipping manager. FROM The FROM should automatically fill with our company information. This will always remain static with our companys shipping address and contact info. TO The TO should automatically fill with the customers shipping information in the admin. Address verification should be able to be done and returned invalid, if it is invalid Residential should be able to be checked if it is a residential address. PAYMENT Payment will always be with our account number. SERVICE Service should be able to be selected with all UPS services listed here. (UPS Ground, UPS Express Saver, UPS 2nd Day Air, UPS 2nd Day Air AM, UPS Next Day Air Saver, UPS Next Day Air, UPS Next Day Air Early A.M. PACKAGE We will always ship packages. We will not ship envelopes or anything else Weight will be needed There will be no declared value We will use our invoice # for reference. This should be pulled from the order. SIZE We will need all dimension to be able to be manually filled in. DELIVERY CONFIRMATION For confirmation there needs to be None and Signature Required Once all this is filled in, there needs to be a button to return the rates before shipping so that we can enter in the negotiated rate charge. Lastly, there needs to be a button to ship and print off a label to our ZP 450 label printer. RETURN LABEL There needs to be button to select a return option. This will print a return label using all the information above. We include a prepaid return label with all of our shipments as we run a rental business and items are returned when they are done with using the equipment. This also needs to be able to retrieve the return rate so we can enter it into our system. There also needs to be a button to print the label to our ZP 450 label printer. Attatched is how the form looks in Quickbooks. It does not have to be exact, but something similar would be appreciated. I have another coder working on our admin. This needs to be done for .NET with C# programming. My other coder needs to be able to easily implement this into our system. He should be done with the admin in about 2 weeks. Any questions please ask. I am not looking for someone that is going to learn this. I want someone who has done this before and has proven results. I would like to see examples of this being implemented if possible. I will provide all API keys and UPS information when needed.
