The choice sitting underneath the fixed price is whether the CMS and the marketplace share one Postgres schema from day one or get built as separate services that talk over an API. Shared schema is faster to stand up and cheaper for M1, separate services survive the marketplace and jobs boards scaling independently later, but you pay for that later flexibility now in extra plumbing. For a Tamil Nadu local news portal where the news CMS is what readers touch first and the marketplace and events boards are still being scoped, I'd start shared schema and cut the services apart at the seams once the second phase spec is locked, rather than guess at boundaries today. 37500 INR over 12 days gets you a working news CMS: category and article models, an editorial workflow with draft/review/publish states, SEO metadata and a news sitemap that Google News actually accepts, and a production deploy on the React/NestJS/Postgres/Redis stack with staging, basic monitoring and backups wired in.
