Tweet Detector/Image OCR/Direct Message Sender - repost

I need someone who can code a program that will detect a tweet immediately, read fully circled text from an image (I think this is called OCR), and then direct message a twitter account with a select piece of the images text. The program also has to have it so that I can enter names and a shoe size and the program would input the select piece of text.

An example of what I mean through process is this:

1) I input names, sizes, twitter accounts to send direct messages from, and twitter accounts to Direct Message into a program

2) Nike Store in DC tweets [url removed, login to view] and program detects it right when they send

2) The program needs to read the circled hashtag (i.e. #Fresh in this situation but it can be different [for example, [url removed, login to view] , in this it is #glow])

4) Program sends account a tweet with the Hashtag, name, and shoe size

Steps 2-4 must be VERY quick and take 1-2 seconds at most. I need a developer who can dedicate time and also be available to help fix the program if needed.
