PSD to HTML (CSS + HTML with working PHP Template)

1) I have a personalized portal working perfect in a phpbb2 forum. See this portal in [url removed, login to view]
2) I need to modernize and stylize the template, but keeping the same features that already exist. Access the attachment to see the new template I need.
In other words it is a work of design and does not involve programming.
Considerations:
- PHP is fine and will not be changed.
- This is only a single page.
- css must meet the standards IE, FF, Opera, Chrome, etc.
- Rounded corners must open in all browsers. Can be an image.
- Boxes must use color gradients. Can be an image.
- There may be increased or decreased in future boxes. This will be done by myself, into the HTML.
I'll send to the developer a layered PSD.
Maybe better if the developer knows portuguese language, because I do not have time to translate the layout which already is in photoshop.
Important:
Template must be fluid.
