Win98: what API does Dial-up networking use?

I'm writing an application which should detect dial-up connection attempts *BEFORE* the number is being dialed. With the help of a few coders on RAC, I've got now a solution which intercepts RasDial calls on Win98. Just to discover that, although it works with 3rd party dialers, it isn't able to detect connection attempts made using the dialup networking which comes with Win98. This makes me think that it doesn't use RasDial. Is there anybody who knows what it uses, or is able to provide me some help in order to allow me to solve this problem?
