Write a smooth CSS code script for the skin in our Drubal website

We are looking for a freelancer who can improve the style code in the css in an existing website. The existing website (Drupal 7.26 with a number of modules displayed in a number of views) need basic rewriting and improvements in the cascading style sheets. Up until now the style sheets are created ad hoc and needs streamlining into a smooth simple code. The freelancer will be given specific designs in Illustrator for each category of pages and the freelancer writing the styling should be 100% loyal to this design. The final job should handle every present webpage including variations in the design concept. The freelancer should hand over instructions in a way that is easy to understand and to work from inhouse to how classes should be input into Drupals views etc. The freelancer should make use of existing graphics but can suggest changes to the graphics if relevant.

We are an international company with a product portfolio that change from market to market. The website reflect this by handling both differences in markets and the relevant languages in those markets. We will require the freelancer to sign an NDA.
