Firewall example for Delphi 6

I need a basic firewall example for delphi 6. No interfaces. I need it to do the following: when a program, for example, mirc tries to connect the program will show a messagedlg that asks weither you want the mirc to connect to the internet, it also must show the mirc's destination, e.g. the server that it tries to connect to. ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
