VB6 and Inno Setup - Why do users receive Runtime Error 429 when installing my software (not Office automation)

End-user installs [url removed, login to view] that I have created with Inno. The installation completes. The end-user clicks on the desktop icon to start the actual software and receives Runtime error 429. I am not using Office in any way which is usually where you would see Runtime error 429. I have created hundreds of programs without receiving this error. Maybe I am not including the right files via Inno? I will attach files (source code and inno file).
